VA Caregiver Stipend Calculator By Zip Code: A Plain-English Primer

The Real Formula
According to VA's own published fact sheet, the stipend is based on the federal General Schedule (GS) pay rate, specifically GS-4, Step 1, for the locality pay area where the veteran resides — not the caregiver's location. The monthly stipend is calculated as: the annual GS-4, Step 1 rate for that locality, divided by 12, multiplied by 0.625 for Level 1 or 1.00 for Level 2.
Why It's Based on the Veteran's Address, Not Yours
This surprises some family caregivers who live in a different area than the veteran. The locality used is specifically where the veteran resides, since the stipend calculation is tied to federal locality pay areas — 58 of them nationally, each with its own cost-of-living adjustment.
A Real Example
For areas not assigned to a specific named metro locality — the "Rest of U.S." category, which carries roughly a 17% locality adjustment — 2026 figures work out to approximately $1,898 a month for Level 1 and approximately $3,036 a month for Level 2. Areas with higher-cost-of-living locality designations pay more; this is only the baseline example, not your specific number.
How to Find Your Actual Locality Rate
The Office of Personnel Management (OPM) publishes official locality pay tables at opm.gov, searchable by zip code — this is the legitimate government source for the underlying GS-4 rate used in the formula. Beyond that, we'd recommend confirming your exact stipend amount directly with the VA Caregiver Support Line (1-855-260-3274) or your assigned Caregiver Support Coordinator, rather than relying on a third-party online calculator, since your exact figure depends on your specific approved level and locality determination.
