Generally, VA's home care programs are built around the veteran's care needs, not the spouse's independently. A veteran's own Aid & Attendance or pension benefit is based on the veteran's needs, not the spouse's separate medical situation.

If the veteran is rated permanently and totally disabled from a service-connected condition, CHAMPVA provides health insurance for the spouse, which can help cover the spouse's own medical costs — though this is insurance coverage, not a cash benefit for non-medical care specifically.
