    CHAMPVA: A Different Kind of VA Benefit Entirely

    Families searching VA benefits often run into CHAMPVA and Aid & Attendance in the same breath, and assume they're versions of the same thing. They're not — and knowing the difference can mean using both together instead of missing one.

    What CHAMPVA Actually Is

    CHAMPVA — the Civilian Health and Medical Program of the Department of Veterans Affairs — is health insurance, not a cash benefit. It's for the spouse, widow(er), or children of a veteran who's permanently and totally disabled from a service-connected condition, or who died of a service-connected condition. It covers medical services with a cost-sharing structure, similar to how a typical health insurance plan works.

    How It's Different From Aid & Attendance

    This is the distinction that trips people up: Aid & Attendance is a tax-free monthly cash payment that a veteran or surviving spouse can spend on any type of care, including the kind of non-medical personal care we provide. CHAMPVA is insurance that covers specific medical services — skilled nursing, therapy, durable medical equipment, and similar — with defined coverage rules, not a check you receive to spend as you choose. Because they cover different things, a surviving spouse who qualifies for both can often use them together: CHAMPVA covering the skilled medical side, Aid & Attendance's cash benefit covering personal care CHAMPVA doesn't pay for.

    Who Qualifies

    Generally: the spouse or child of a veteran rated permanently and totally disabled from a service-connected condition, or the surviving spouse or child of a veteran who died of a service-connected condition or was rated permanently and totally disabled at the time of death. If you're eligible for TRICARE, you're not eligible for CHAMPVA — the two are mutually exclusive.

    If a family member is CHAMPVA-eligible and also using Aid & Attendance, that combination can meaningfully widen what's actually affordable — medical coverage on one side, flexible cash for personal care on the other.
